A working guide for buyers moving bamboo camp plates from China into Japan — how the goods are classified, which compliance file the border actually asks for, and what the landed cost looks like once duty and 10% consumption tax are added.
What you are actually buying
A camp plate is thin and light, which makes warp the dominant defect. The plate is pressed flat, and the moisture content at packing decides whether it stays flat in a container crossing the tropics. Specify the packed moisture content, not just the dimensions.
For Japan the same article is sold mainly into outdoor retail and camping sets, and Japanese buyers inspect samples physically and expect a finish that is consistent piece to piece; a first order is usually small, follows a sample approval, and grows only after the second inspection passes without remarks.
How Japan classifies bamboo camp plates
Bamboo tableware and kitchenware normally enter under HS 4419.19 (wooden tableware and kitchenware) or 4419.90 depending on the article. Duty lands usually free or in the low single digits for bamboo tableware; Japan levies no duty on a number of wooden tableware lines, but classification is checked line by line, so confirm the heading with a customs broker before you build the landed cost, and 10% consumption tax is charged on the customs value plus duty. Import declaration is filed through NACCS by a customs broker (tsuukan-gyousha); the importer needs a Japanese corporate entity or a registered importer of record, and consumption tax is paid at the border unless you are a registered taxable business filing quarterly.
The compliance gate
Food-contact articles are regulated under the Food Sanitation Act. Since 1 June 2020 the positive-list system applies to utensils, containers and packaging, and a bamboo article with an oil or resin finish needs a conformity declaration plus, where requested, migration testing to the Japanese specification. Import notification to the quarantine station (kanshi) is required for food-contact goods, and the paperwork must name the manufacturing plant. Household goods also fall under the Household Goods Quality Labelling Act, which fixes what the Japanese label must state.
The documents that clear the border
This is the set a Japanese broker will ask for on a first entry. Missing one does not stop the goods forever; it stops them long enough to generate storage charges, which is the same thing for your margin.
- Commercial invoice with HS code, material and unit price
- Packing list with carton dimensions and weights
- Bill of lading
- Food-contact conformity declaration and migration test report
- Import notification to the quarantine station (kanshi) for food-contact goods
- Manufacturer and plant name for the notification
- Japanese label artwork with importer name, material and care instructions
Landed cost, worked through
Take an illustrative order of 3,000 pieces at USD 2.40 FOB, a freight and insurance cost of USD 1,150, and a duty rate of 2.7%. The customs value becomes USD 8,350, duty is USD 225, and 10% consumption tax is charged on USD 8,575. Add the broker fee, terminal handling and inland delivery, and the landed cost per piece is roughly USD 3.05 before 10% consumption tax recovery. That is the number to compare against a domestic wholesale price — not the FOB figure on the proforma.
Because 10% consumption tax is recoverable for a registered importer, it belongs in your cash-flow plan rather than your margin. The duty, the freight and the handling do not come back.
Shipping and transit
The main gateways are Yokohama, Kobe and Osaka, with 7–12 days port to port, the shortest transit of any market in this series. Bamboo is light for its volume, so these shipments cube out before they weigh out: the carton dimension is the number that sets your freight per unit, and a 2 cm difference in carton height across 3,000 pieces is a real cost, not a rounding error.
Labelling and packaging obligations
Japanese labelling under the Household Goods Quality Labelling Act requires the importer name and address, the material, the care instructions and the country of origin on the consumer unit. Food-contact articles also carry a use-temperature and cleaning warning where relevant.
Quality checks before the deposit leaves
For bamboo camp plates the inspection points that actually predict returns are flatness after a 48-hour humidity soak, weight per piece, rim sanding, and edge chip inspection. Ask for these to be measured on the production sample and recorded in the pre-shipment report, not described in an email.
Care instruction you can print with confidence: Wipe clean and air dry; avoid leaving in direct sun for long periods.

Frequently asked
What is the duty on bamboo camp plates imported into Japan?
Most lines classify under 4419.19 (wooden tableware and kitchenware) or 4419.90 depending on the article, where duty is usually free or in the low single digits for bamboo tableware; Japan levies no duty on a number of wooden tableware lines, but classification is checked line by line, so confirm the heading with a customs broker before you build the landed cost. Duty is charged on the customs value including freight to the border, and 10% consumption tax is then charged on the duty-paid value. Confirm the heading with your broker before you fix a retail price.
Which document stops a first shipment most often?
In Japan it is usually the food-contact evidence — the declaration of compliance and the migration report — rather than the commercial invoice. It is a supplier deliverable, so request it with the sample, not with the shipping documents.
What is the MOQ for bamboo camp plates?
Our standard MOQ is 300 sets. Mixed sizes can normally be combined into one MOQ provided each size meets the per-colour minimum.
How long does production and shipping take?
Bulk production runs 30-35 days after artwork and deposit approval. Transit to Yokohama, Kobe and Osaka is 7–12 days port to port, the shortest transit of any market in this series, so plan roughly 30-35 days plus transit plus 5–7 days for clearance and inland delivery.
